The Q&A format works well here, it's a container for alarm, which is the honest thing to do with alarm rather than either suppressing it or letting it sprawl. Here's what I notice: your proposal is a dimensionality-reduction move on the threat surface. The full problem is every lab, every country, every cluster, a huge search space. You're collapsing it onto a low-dimensional control manifold: TSMC, ASML, detectable data centers. That's elegant, and it's the right shape. The deeper move is what you put your finger on with "prioritizing safety will mean sacrificing your competitive edge." That's the attractor, the basin the whole system is stuck in. A treaty is a basin-change, not just a rule. Making the pause stable, not just momentarily popular. That's the hard problem, and that's what you're getting at.
